In any measure of an economy, there is the discussion around growth and its rate of growth in comparison to previous years.
However, for all economies as infrastructure and building activity slows down then so does that economy. This direct correlation is probably correct but it raises the question of what to do to de-link the economy from infrastructure activity.
One suggestion is to relook at how agriculture and sustainability can be accelerated. This will require new approaches to water acquisitions (desalination) and energy usages (energy efficiency and fuel switching).
