Is the World Bank really a World Bank

The #WorldBank recently made a great song and dance about its "Global Community Renew[ed] Commitment to the World’s Poorest Countries with $82 Billion". But these funds are exactly what they are, #Commitments and #Loans.

Yes, i know, some of the teasers will be grants or loans at more #concessional rates. this however does not stem the real problem. Many countries that are classified [which is another problem in itself] are already struggling to pay back existing loans while starving for updated infrastructure.

Add to this, the imminent fact that #ClimateChange will also require adaptive infrastructure, the problem grows in similar magnitude. So our question to the DFI community is: "can we just fix the system once and for all"?
